The information age has given individuals the ability to transfer information freely and to have access to knowledge, of any kind, at the touch of a button. Data, from National Income levels to Football statistics, is readily available on the web to any individual with a computer and internet access. However, data in itself is useless. Data’s true value lies in its analysis where key insights can be revealed to improve decision-making and achieve more desirable outcomes.

The AG recently revealed the shocking statistic that 90 of the 283 municipal budgets for 2010/11 were insufficiently funded. Furthermore numerous government departments have been given a “disclaimer” opinion by the AG in their annual report.
Msunduzi is one such municipality that is being driven under by mounting consumer debt in Kwa-Zulu Natal. The chairman of the municipal public accounts committee, Mike Tarr, said that the municipality may have to write off R525 million in bad debts while R928 million was still owed for the 2010/11 financial year.
The Kwa-Zulu Natal Premier, Zweli Mkhize, has warned against such inefficiencies by councils saying that correct measures will be put in place to remove managers accused of maladministration. These problems are often borne out of municipalities failing to link all their databases into one, which results in money falling through the cracks.
These irregularities do not have to place pressure on the public or result in emergency funding and bail-outs. Struggling and sinking municipalities can be easily normalised and regain financial sustainability through a methodical data management system that accurately identifies, tracks and rationalises billing abnormalities.
